Delegate Anne Kaiser is in her fourth term as a member of the Maryland House of Delegates, representing the 14th District in Montgomery County. She is honored to serve as Chair of the powerful Ways and Means Committee in the House of Delegates. As chairman, Anne helps to set the direction for K-12 education policy and is instrumental in advancing voter protections and easing the tax burden on working families. She also serves on the Rules Committee, as well as on two Joint Committees, including the Legislative Policy Committee and the Spending Affordability Committee.
Kaiser has previously worked for Congressman Neal Smith and Delegate Hank Heller. She has also worked as an Economist at the IRS. While working in the legislature, Kaiser has found a second career in teaching. She is an adjunct professor at the University of Maryland, College Park teaching a course on Women in Politics and an adjunct professor at Montgomery College teaching an Introduction to Political Science course.
Before her election to the House of Delegates, Anne was active in many civic and political organizations in Montgomery County, and coached youth basketball for three seasons. She served in leadership positions as Chair of the Mid-County Citizens’ Advisory Board, Co-Coordinator of the Montgomery County Women's Fair and member of the Montgomery County Democratic Central Committee. Kaiser has four times been named Legislator of the Year for her work in education policy. Most recently, Delegate Kaiser received the Advocate of the Year Award from the Maryland School Counselor Association.
Anne Kaiser graduated with a B.A. in Political Science from the University of Chicago, and earned two Master’s Degrees from the University of Michigan, a Master’s in Public Policy and a Master’s in Educational Studies.
